1) Full-time undergraduate enrolled in the Civil and Environmental Engineering department within the Walter Scott, Jr. College of Engineering at Colorado State University 2) Pursuing a Civil Engineering degree 3) Resident of Colorado (May be renewable if the recipient continues to meet all criteria, reapplies annually, maintains good academic standing and is selected by the scholarship committee
